Anti-corruption programs in regions

On the eve of the local elections, the coalition of anti-corruption NGOs conducted an analysis of the anti-corruption programs of 22 regional councils.

In Ukraine, such monitoring is conducted by the public for the first time. In the top three best results: Lviv region - 55, Kyiv - 46 points, and Dnipropetrovsk region - 37.

The top outsiders are the Ivano-Frankivsk region with a score of 17 points, in addition to the worst results in Ternopil (17 points) and Cherkasy (18 points) regions.

Thus, the average score of all regional councils is only 28 points out of 136 possible.

 

Among the evaluation criteria for anti-corruption programs were:
- compliance of the program with the requirements of anti-corruption legislation;
- openness of the program adoption procedure;
- specificity of goals and more.

 

The highest number of points was awarded for high-quality detailing of the program:
- correct definition of corruption risks;
- step-by-step planning of anti-corruption measures;
- a clear definition of the deadlines by which they must be met.

 

To conduct such analysis, activists used a specially developed methodology with recommendations of the National Agency for the Prevention of Corruption.

 

According to the results of public monitoring, the anti-corruption programs of regional councils proved to be ineffective in preventing corruption.

 

"Such low scores show that the approach to developing an anti-corruption program is formal, as is the fight against corruption in the regions. If the regional council is ready to implement effective measures to prevent corruption - we as members of the public are ready to help, "- says project manager Olga Ivanova.
