THE ANTI-CORRUPTION HEADQUARTERS LAUNCHED A NEW DIGITAL TOOL: THE MAP OF DESTRUCTION

The NGO Anti-Corruption Headquarters has publicly launched The Map of Destruction, a digital tool that captures the effects of the Russian invasion of Ukraine. From the first days of the war, analysts of the Headquarters put on the map photos of destroyed or damaged civilian objects: houses, schools, churches, stadiums, etc. The Headquarters finds and adds such photos by hand, indicating the exact address and coordinates.

“One and a half thousand destroyed objects are already on our map. There is a meter on the site - and it never stopped. The number of objects on the map is far from the actual amount of destruction, but we do not aim to cover all the houses and buildings, and choose the most obvious examples. Our map is unique: unlike other similar resources, it contains photos of the building before the "denazification", - said the chairman of the board of the NGO "Anti-Corruption Headquarters" Serhii Mytkalyk during the presentation "The Map of Destruction - help rebuild Ukraine."

According to research by the Kyiv School of Economics, on June 8, the total amount of direct losses of Ukraine's economy from damage and destruction of residential and non-residential buildings and infrastructure is USD 103.9 billion or UAH 3 trillion. We are talking about almost 24 thousand damaged roads and more than 300 bridges, more than 6 thousand railway tracks and 40 railway bridges. And these damages, unfortunately, are approximate. The war continues and every day Russia kills Ukrainians and destroys infrastructure.

We are very grateful to the Anti-Corruption Headquarters for visualizing some of the destruction. However, the general picture of the destruction today is about 4,000 apartment buildings and about 36,000 private ones. We will be collecting such applications for a very long time, ”— said Maxym Nefedov, co-founder of the Russia Will Pay project.

Why did we create The Map of Destruction?

To help rebuild Ukraine. The first step in this process is to record the destruction. And only then - to assess the damage and raise funds for recovery. Specialists from the Kyiv School of Economics, the Russia Will Pay project, and the government are engaged in economic calculations. To raise funds, the Anti-Corruption Headquarters uses the United24 platform, initiated by the President of Ukraine Volodymyr Zelenskyi. The site has accounts of this platform, so everyone may transfer funds.

“The state should not only fix such objects, but also make them legally significant for future reimbursement. In mid-July, we will launch the first stage of the register of damaged property, when it will be possible to add the conclusions of the commissions of local governments. And then we will start to see the real amount of destruction… Tools such as The Map of Destruction help us a lot and make the picture complete, especially where we can not verify the authenticity of the application, "said Deputy Minister of Infrastructure for Digital Development, Digital Transformation and Digitization Anatoliy Komirnyi.

The Map of Destruction is focused primarily on foreign users. It is difficult to impress the British, French or Germans with the amount of damage or the amount of destruction. But they can go to the site and see what the "Russian world" brought with it - what was "before" and what was left "after". A photo of a ruined house, in which someone's life ended, better than any statistical data can encourage people to transfer funds to support Ukraine. Information about the destruction is provided in both Ukrainian and English.

In the long run, the photos from the map will be used in The Hague as evidence of Russia's war crimes in Ukraine. In addition, after the end of the war, the Map of Destruction will be extended and merged with the Map of Repairs. This is one of the projects of the Anti-Corruption Headquarters, where analysts monitor the movement of budget funds and expose abuses in repairs. It is unfortunate to admit this during the war, but corruption in Ukraine has not yet been overcome, so we will closely monitor the reconstruction.

The organization has been working on the map since the first days of the war, launching it first because it already had similar experience. And only today it was presented publicly, as it did not receive any remarks from the Ministry of Defense of Ukraine. The map will not harm security. The project is implemented with the support of the International Renaissance Foundation.
