Slow vaccination rate in Ukraine and  why do government bodies provide different data about the number of vaccinated people

MINISTRY OF HEALTH ACKNOWLEDGES SLOW VACCINATION RATE IN UKRAINE

 

During the nine weeks of the campaign, 403,000 people were vaccinated in Ukraine (as of April 13), which is about 1% of the country's population. Last week (April 5-11, 2021) only 86,000 people were vaccinated. Health Minister Maksym Stepanov acknowledged that Ukraine is almost twice as far behind the planned vaccination rate. According to him, one of the reasons for the lag in pace is the organizational aspects of the work of vaccination points.

 

However, we believe that a small number of vaccines are the main reason for the slow vaccination rate. For example, according to the portal of the Health Care System of Ukraine, created by the National Security and Defense Council, as of April 13, there are about 13,000 doses of vaccines in warehouses in Kyiv. This number is clearly not enough to cover the city of millions of people with the vaccine.

Another problem is the inflexible order of access of different groups to vaccines. There are situations when, in the absence of willing representatives of the risk group, the teams simply curtail work, instead of vaccinating people from the next priority group.   

 

"One of the brigades stopped because there is no one to vaccinate in its district. They are waiting for the new categories to be included. The Dniprovskyi district brigade has already worked out. The brigade of Darnytskyi district has worked and travels around Kyiv, helps in other districts" - said Vasyl Zhyvotenyuk, the regional vaccination coordinator in Kyiv.

 

WHY DO GOVERNMENT BODIES PROVIDE DIFFERENT DATA ABOUT THE NUMBER OF VACCINATED PEOPLE?

 

The Anti-corruption Headquarters received a response from the National Health Service of Ukraine regarding the reasons for the discrepancy in vaccination data.  

 

Earlier we reported that the information on the number of vaccinations, which is published on the Official Information Portal of the Ministry of Health of Ukraine and on the public portal of the National Security and Defense Council, differs from the information published on the website of the National Health Service of Ukraine. For example, the difference in data as of 14.04 was more than 26 thousand vaccinated persons.

 

According to the National Health Service of Ukraine, the Ministry of Health and the National Security and Defense Council collect operational information on the number of vaccinations carried out independently at the regional level. This data is anonymous. While the NHS uses information from the e-health system, which contains records of vaccinations of specific patients. However, these data are entered into the system with a certain delay.

 

 

The Anti-Corruption Headquarters continues to monitor the COVID-19 vaccination process in Ukraine. We systematically report cases of violations to the Ministry of Health and the National Health Service of Ukraine, send appropriate appeals to government agencies and inform citizens. In addition, as a civil society organization, we call on the Ministry of Health to amend the Vaccination Roadmap and legalize the process of obtaining residual doses of vaccines for all comers. After all, such a practice is carried out everywhere, despite the fact that the Road Map prohibits it. By allowing non-at-risk citizens to be vaccinated with residual doses, it is possible to increase the number of vaccinated persons, the level of public confidence and avoid the loss of residual doses.
