Statement by civil society organisations on the appointment of the director of the ESB

Dear Prime Minister and Members of the Cabinet of Ministers of Ukraine,

We, the undersigned representatives of civil society organizations, business associations, and opinion leaders, call upon you to appoint Oleksandr Tsyvinskyi—who was selected through a transparent competition—as Director of the Bureau of Economic Security of Ukraine (BES).

Ukrainian society, the business community, and international partners have high expectations for the reboot of the BES. The effective, depoliticized, and professional functioning of this institution is crucial for creating a favorable investment climate, tackling the shadow economy, and restoring trust in state institutions. A successful reform of the BES is not only a key requirement of our international partners but also a vital necessity for ensuring Ukraine’s economic resilience during wartime and in the post-war recovery period.

We would like to remind you that the Selection Commission, which included international experts, conducted a transparent competition and selected Oleksandr Tsyvinskyi as the winner. We urge you not to repeat the mistakes of the previous government and to make a historic decision that demonstrates a genuine commitment to reform. Appoint Oleksandr Tsyvinskyi as Director of the Bureau of Economic Security and launch the real reboot of this institution that the country has been waiting for.
